The corporate authority of USRA is vested in its 102 member universities through the USRA Council of Institutions, comprised of a representative from each member institution. The Council meets annually in the Washington, D.C. area to review the progress of the Association, provide policy guidance to the Board of Trustees, and elect members to the Board.

The Space Workforce: A Shared Dependency
The 2008 USRA symposium addressed key issues affecting the university space research community and how they can be addressed in the upcoming NASA reauthorization. In addition to last year’s focus on hands-on experience and space experiment opportunities for students, it included a discussion of the impact of export control restrictions. Also, a discussion of other issues USRA might work to help the university space research community.
